The scope of the regulation has been expanded to cover essentially all consumer credit, with four important exceptions: residential mortgages, purchase money credit secured by a motor vehicle, purchase money credit secured by personal property, and credit exempt from Regulation Z. Examples of the types of credit actually covered by the regulation now include unsecured loans, vehicle refinance loans, unsecured lines of credit, overdraft lines of credit, debt consolidation loans and private student loans. Covered borrowers include military members serving on active duty at the time credit is extended, and dependents of military members who are serving on active duty at the time credit is extended. For example, Income-Based Repayment is one of the most popular plans; it limits your monthly payments to 10-15 percent of your discretionary income and results in forgiveness of any remaining debt after 20-25 years (depending on when your loans were disbursed). Today, plenty of payday and auto-title lenders cluster near Fort Jackson, an army base in Columbia, legally peddling high-cost loans to the more than 36,000 soldiers who receive basic training there each year. To help address this gap, there is a mandatory forbearance available to National Guard members who qualify for the post-active duty deferment (see below) , but do not qualify for a military or other deferment. While it is difficult to determine how many members of the military are struggling with loans not covered by the law, interviews with military charities in five states and more than two dozen service members — many of whom declined to be named for fear that disclosing their identity would cost them their security clearances — indicate that the problem is spreading. Loans are available up to $500,000 and qualify for SBA's maximum loan guaranty of up to 85 percent for loans of $150,000 or less and up to 75 percent for loans over $150,000 up to $500,000.
